In a large bowl, beat together butter and sugar until light and fluffy.
Add in eggs followed by the vanilla.
Add the dry ingredients and mix until the dough is firm. Chill for 30 minutes.
Preheat oven to 375. Roll dough into 1" balls and place on a greased baking sheet.
Using the bottom of a glass, flatten dough to 1/2" thick.
Bake 7-9 minutes until bottoms are light golden brown. Let cool.
Soften cream cheese and butter and cream together until fluffy.
Slowly add in powdered sugar until smooth.
Add in vanilla and milk until preferred consistency.
Spread or pipe frosting onto cooled cookies. Sprinkle with cinnamon.
